How (French) military interventions produced ‘terrorism'

Résumé

Analysis of the drivers of terrorism has fueled a sizable, predominantly quantitative, literature. Such studies have long argued that military interventions are the main cause of transnational terrorist backlash. Although this argument resonates strongly with the critique of the Global War on Terrorism coined by critical terrorism studies, both fields of scholarship have largely ignored each other's contributions to this important debate. On the one hand, scholars of critical terrorism studies have rejected the feasibility of using existing data initiatives (such as, for example, the Global Terrorism Dataset) to accurately measure terrorism. On the other hand, quantitative scholars have been skeptical about the ability of critical studies to provide convincing evidence on the drivers of terrorism. This chapter shows that a dialog between the two research streams casts an interesting light on transnational terrorism in general, and on the wave of terrorist attacks that hit France between 2015 and 2017 in particular.
